MemberBaragonDec-30-2013 8:48 AMTo my understanding(This was never clarified in the actual movie but various site speculate this) 2004 Gigan didn't cut his own head off. Mothra's scales caused the saws to boomarang back cutting his head off so he's not quite as stupid as that.
That being said I'd still say the the 70's version IF he had the laser included in his original design but never seen on camera. The 70's 1 was just more brutal actually willing to use his saw and hooks as weapons rather than just waving them around waiting for Godzilla to blow him up.
