I wouldn't think legendary Goji is op either, I can think of at least 5-6 monsters that I think beat him pretty handedly, and while Burning Godzilla is op he's not used much because the interesting selection of things he can fight is in the 3-4 monsters with a heavy favorite in most other fights.

It would be like using Mothra Leo vs almost anyone. Good luck fighting the flash version of Mothra who can also become steel and use his wings like blades as he flies at a rate that can go through time, or any of the other insane powers he has that would tear basically every other monster apart.
