I've also read that there could be a sequel to the game, so if not DLC for this game, how about the next game?

That being said, I'm sure Toho will use him again in something. Maybe not a movie, but seeing as he was last seen in IDW's comics, there's clearly still a market for Toho to exploit with him.

There are many people in the world who would like to either play as Zilla or give him a sound thrashing using their favorite version of Godzilla. Personally, I do not see it as an issue; I am neither for nor against Zilla. Not only that, but, as GMAN2887 so wisely stated, Toho will gladlay utilize Zilla if they feel there is money to be made from doing so.

Watching the trailers for the game, they've stayed true to the sizes of the monsters so far. They haven't really leveled out anyone or increased/decreased anyone's size thus far. Showa Mecha-Godzilla really can't stand up to Heisei Godzilla. If they included Zilla, he'd be much smaller than all other kaiju. His size would dictate what he'd be able to destroy in most of the "destructictle environments," but it'd be interesting to play a kaiju who could run around the city streets instead of simply stomping through them or flying over them. It'd add a different dimension. And if they ever wanted to add a challenge to multiplayer battles, 'Zilla might just be a breath of fresh air.

Mechagodzilla(50 meters) Mechagodzilla 2(120 meters) and Kiryu(60 meters) are all shown together and they're all close to the same size. I haven't paid enough attention to the game or the trailers to see other monsters in their specs, but judging off that alone I doubt there were be much variance.

I'd really like to see Zilla in a game other than a smartphone game that's exclusive to Japan. I'm pretty sure they included him in that one mainly because the point of the game was to have as many kaiju as possible. In the upcoming game(s?), he might be a nice change of pace from the rest of the cast, too, which is mostly bulky, slow monsters.

I like Zilla Jr more since he had radioactive fire breath (different from Godzilla's Atomic Breath/Ray) and didn't lay eggs. But I still like Zilla so yeah, I would like to see him, or the Jr incarnation, in a video game.

I was thinking Zilla since Zilla Jr. would be practically impossible to include due to legal issues, but I would choose Zilla Jr. over Zilla if it were possible.

Correct me if I'm wrong, but isn't larva mothra already a fairly fast character? At least, that's what I think I remember reading.

Although there would be no legal issues if Toho wanted to okay the specific character for the game, the big issue is that there technically is no "Zilla Jr." Due to their deal with Tristar in 1992, they would not be allowed to call the animated incarnation of GINO "Zilla Jr."
To clarify, fans tend to get confused about the rebranding of the GINO (Godzilla In Name Only) character. Fans often call the creature from the 1998 movie "Zilla" to assure themselves it's not Godzilla. They also call the star of Godzilla: The Series "Zilla Jr." This isn't technically accurate.
Toho's rebranding is not retroactive. It only applies to the creature of the same design AFTER 2003. To quote Matt Frank in Keith Aiken's article on Sony's Unmade Godzilla:
"The [1998] film itself is recognized as GODZILLA, as is the animated series. Ever since 2004, Toho’s official stance has been that any future incarnations of the character be referred to hereafter as ‘Zilla’.”
Additionally, Aiken confirmed the copyright information for the 1998 movie:
"As of 2015, the copyrights for the 1998 film are as follows…
Sony Pictures: © 1998 TRISTAR PICTURES, INC. ALL RIGHTS RESERVED. GODZILLA ® and the GODZILLA character and design are trademarks of Toho Co., Ltd. The GODZILLA character and design are copyrighted works of Toho Co., Ltd. All are used with permission.

This means that the creature in the 1998 movie and animated series is still legally "Godzilla". Only the versions of the creature as of 2004 are "Zilla".
So the insult to Godzilla isn't wiped clean with some rebranding. Meanwhile, the fan moniker "GINO" is still relevant in fan circles when refering to the 1998 movie.

The fact is the creature from Godzilla '98 and Godzilla: The Series today, is legally, "Godzilla". (So if fans still wish to call it GINO, they have their reasons intact.) Other fans who try to defend the movie with "It's not really Godzilla, it's Zilla," is wrong. It's still Godzilla... but "In Name Only" as most agree.
The creature in Godzilla: Final Wars, IDW's Godzilla Rulers of Earth and the mobile game is "Zilla" since the rebranding didn't go into effect until 2004.

The option for Sony/Tristar to make another Godzilla film expired in 2003. They only own television and home video rights for the '98 movie in perpetuity. They also own the North American home video and television rights for the Heisei movies and Millennium films. They'll have the option to re-new those rights around 2022, give or take a couple years. (Sans The Return of Godzilla and Godzilla vs. Biollante.)
So with their option to make another film with the title or character "Godzilla" long expired, and Toho's current deal with Legendary Pictures in full swing, Sony has no more rights to make a new Godzilla movie than you or I do.
EDIT: Correction and more specifics. Sony's television and home video rights for Godzilla vs. King Ghidorah and Godzilla and Mothra: The Battle for Earth end in 2019. The rest of the Heisei and Millennium movies they own North American distribution rights to end 2023-2025.
