Someone linked it before. It's the SHMA figure with all of the caps filled in, a custom Hokmuto figure, and a little prop city.

It's a deleted scene from the film.

Its a fanmade diorama that was features at a Japanese expo a few months ago.  The MUTO is an original sculpt, and the Godzilla is an altered S.H.MonsterArts figure, with the gaps filled in and a new paint job.  I'll post another picture from a different angle soon.
