Right then and there, Thomas Tull and Jessica Chobot both say that this is for Godzilla 2, emphasis added on '2' when they're about to show the 3 confirmed kaiju. So there you go, that should (hopefully) put that to rest, unless they really love playing with matches and haven't listened to all the constructive criticism towards the first movie's deceptive marketing (even from those who said they liked the film), I can only imagine how people would react to this if they're not all in it after pretty much planting the seeds in their head that they would be.
That being out of the way, I know how they could, in fact, have all 3 of them in the 2nd movie and follow it up in the 3rd and actually do it justice (by raising the bar instead of giving us less for the 3rd and presumably final film). The CC panel for Godzilla 3 could go as follows:
Footage starts with (insert name of political speech here as with the first 2), we then see a panorama of Monster Island, followed by flashing split second silhouettes of a giant pteranodon (assuming he lives past the second film), a giant Anklyosaurus, a giant MUTO-like cyborg (could either be Gigan or a new EDF-created MUTO-esque cyborg with bodyparts from the quote-unquote "original MUTO", vis a vis Gigan), giant sea serpent-like monster (a LP take on the fabeled Leviathan monster), giant crystalis new monster, and a giant bat kaiju with bodyparts from the other MUTOs, including the 2 scythes.
But wait! Screen blacks out, and we are eventually treated to "THERE ARE OTHERS."
V. GRAHAM: "Oh my God, he's back."
Three-headed flying silhouette, now with a mechanical middle head and wingspan, hovering over a cloud of dust.
CODENAME: MECHA KING GHIDORAH.
V. GRAHAM: "And this time, he's brought with him some help."
Giant demonic-looking winged kaiju silhouette, with a fiery city background.
SERIZAWA: "The abomination himself."
Lightning flashes, and we get a nice split second shot of his face and body, complete with a kitana, crests and tail, in all his pixilated awesomeness. Like a famous YouTuber (James Rolfe) once said: he looks like the g-damn Devil!
Screen then fades to black, and we hear a Legendary-altered version of his famous "RAAAAAAAAAAAAAAK!" roar.
CODENAME: DESTROYAH.
SERIZAWA: "Fortunately, we've decided to give our Alpha Predator some help of his own."
Silhouette of a mechanized clone of Godzilla, remodeled after the new Legendary Godzilla's design, complete with railguns, missille silos, and various other (real!) weapons.
CODENAME: MECHAGODZILLA.
The segment then closes with the following text (after fading to black): "THE HOLY QUARTET... LET THEM FIGHT!"
BAM! Now that's the perfect follow-up to having the "big 3" all in the second film together, in fact, it would be following a special theme for the two sequels in terms of Toho kaiju:
Second movie (Mothra, Rodan and King Ghidorah): Toho's three most popular kaiju.
Third movie (MechaGodzilla, Mecha King Ghidorah and Destroyah): Toho's three most powerful kaiju (the "Holy Trinity" of monsters, which would then translate to "Holy Quartet" when you throw Godzilla into the mix) plus a secondary lineup of monsters, which would compose a Destroy All Monsters theme for the 3rd and final film.
Tell me: who here would lose their "stuff" in a hurry after seeing this (or even hearing about it) at the Comic Con panel for the third movie?

As for Destoroyah not being the strongest villain i stated the facts over High flyers statements and i think we can all agree, Hedorah is not stronger then Destoroyah....

Destroyah is THE most powerful kaiju, he survived 9, count it, 9 red spiral breathes without dying, whereas Keizer Ghidorah died in just one in GFW. He also fought Godzilla in his most powerful form, at 100%, while KG fought a FWG who was already weakened from fighting Gigan and Monster X, and still thoroughly owned him throughout most of that fight, and that was when was at his most powerful, meaning regular Godzilla could never beat him, just like in the game, 'Super Godzilla' for the SNES how Bagan (the monster they swapped for Destroyah) couldn't be beaten without transforming into his Super Godzilla form. Heck, I could even envision a 'Batman: Knightfall'-type first encounter with the two in this (i.e: Destroyah beats the living crap out of him), leading to an epic rematch with Destroyah and a "supercharged" Godzilla (I know how Monarch could do this easily with him with MG also being in there, little food for thought).
