I suggest to wait to the large Neca Godzilla. It would be sold at the same cost of the SH Monsterarts figure, but it doubles the size of any of the other two, it is fully articulated,  and this guy comes with sound effects just as is shown here:

Here there is a link where is shown the large Neca 24" long Godzilla compared with the smaller 12" long issue. It is a good reference how big is it. Both 12" long Neca and the SH Monsterarts figures are the same size

Get the large NECA Godzilla. Not as detailed as S.H. Monsterarts, but still better.

I was in the same position as you (although I already have the 12 inch Neca figure) about whether I want the 24 inch Neca figure or the SH Monsterarts. I honestly fell for the SHMA figure since it has a lot more detail. They actually added a detail that I love which is a part Godzilla's mouth. I circled that part of his mouth in the image above which is actually added to the SHMA figure (You can check that out online) and I was sold on that since the Neca figure didn't have it. I just like a lot of detail in a figure. Don't get me wrong though, the Neca figure is awesome. Especially since it has sound effects.
